The Hazard Team Charter

Introduction

First and foremost, the Hazard Team [HT] has been formed as a clan where no one person has absolute control. This is ensured by a system of checks and balances within the structure of the Hazard Team organization. Our goal is to form a stable gaming community where members can partake in a military-styled hierarchical clan experience without degrading the quality and enjoyment of online gaming. Our long term goal is to become an influential, peaceful, and respected part of the gaming community.

Hierarchical Structure and Organizations

The Joint Chiefs of Staff

The Hazard Team is led by Chairman (Commander in Chief), the Hazard Team Command Joint Chiefs of Staff and the Military Service Chiefs. The JCS is composed of the Commander-In-Chief and designated members holding the rank of at least of Commodore/Brigadier General and who are division command officers or clan department heads. The purpose of the JCS is to make clan-wide policies and major decisions affecting the clan. Entrance into the JCS requires a unanimous vote by the JCS and a majority vote of the Military Service Chiefs.

The collective body of the JCS is headed by the Chairman (or the Vice Chairman in the Chairman's absence), who sets the agenda and presides over JCS clan goals and responsibilities. The JCS is composed of the Chairman and designated members holding the rank of at least of Commodore/Brigadier General and above. The purpose of the JCS is to make clan-wide policies and major decisions affecting the clan. Responsibilities as members of the Joint Chiefs of Staff take precedence over duties in their division command roles. The Chairman of the Joint Chiefs of Staff is the principal military leader to the Hazard Team. Nonetheless, all JCS members are by clan law military advisers, and they may respond to a request or voluntarily submit, through the Vice-Chairman (Clan Executive Officer), advice or opinions to Chairman. The Chairman of the Joint Chiefs of Staff is the senior ranking member of the Hazard Team. In the case of war, orders of the Chairman are final and may not be revoked or overruled. As such, the Vice-Chairman of the Joint Chiefs of Staff is the principal military adviser to the Chairman. He may seek the advice of and consult with the other JCS members and combatant commanders. When he presents his advice, he presents the range of advice and opinions he has received, along with any individual comments of the other JCS members and the Military Service Chiefs.

Any member of the Joint Chiefs of Staff has the right to call a vote to revoke any of the Chairman's or Vice Chairman's actions that are not in line with clan policy and thus overturn the Chairman's or Vice Chairman's ruling through a majority vote. It is the Chairman's obligation to enact the JCS's requests if a majority vote is achieved. If the Chairman does not agree with the policies he is to enact, he may postpone the act for three days while he appeals the JCS's decision and seeks a compromise that will better clan operations. If the JCS sustains the act, then Chairman is bound by duty to enact it. If the Chairman fails in that duty, the Vice Chairman will take over the seat of Chairman. All members of the JCS may veto or revoke decisions, policies, or proposals set by the Military Service Chiefs until an agreement is thus arranged.

Military Service Chiefs

The Military Service Chief's are composed of those holding the rank of Colonel to Second Lieutenant and who are division commanders and or clan department heads. The Military Service Chiefs are often said to "wear two hats." As lower members of the Joint Chiefs of Staff, they may offer advice to the Chairman, Vice Chairman, and the remaining members of the Joint Chiefs of Staff. However, any such advice or proposals must be finalized by the senior members of the JCS through a majority vote. The MSC are responsible to the members of their Military Departments for management of the Services. By custom, the MSC of the Hazard Team acts for the lower ranking officers of the clan regarding most matters having to do with day-to-day operations and services. The duties of the Military Service Chiefs as members of the Joint Chiefs of Staff take precedence over all their other duties. The Military Service Chief's are to work with Junior Council Officers to design, present, and vote on proposals that will help best clan operations. If a new policy or proposal has been agreed upon by the Military Service Chiefs and the Junior Council they may thus present their proposals to the Senior Members of the JCS through the head of the Military Service Chiefs, whereby a final vote will be conducted by the senior members of the JCS. If the JCS members reach a majority vote then such proposals will be granted. If a vote is not passed the Chairman may then decide to whether to issue a veto. Upon such a veto a second vote will proceed among the Senior Members of the JCS and if a unanimous vote is achieved the Chairman must submit to the actions of the JCS.

Junior Council Members

Those who have obtained the rank of Warrant Officer I are entitled entrance into the Junior Council. The sole purpose of the J.C. is to represent the enlisted officers to the JCS and MSC. The J.C. is to present the MSC with programs and policies that may benefit clan operations. After such policies are presented the MSC will make a final vote and present such policies to the JCS for final approval, thus providing a stable chain of command.

Diplomacy

[HT] strives to maintain peaceful relations with all clans that conduct themselves with honor. [HT] offers Non-aggression pacts, Mutual Protection Pacts, Alliances, and Mergers as defined by our diplomacy department.

Diplomacy

[HT] keeps it's peace internally by the security members. If a visitor or member of [HT] does not follow forum rules it is the security department's job to make sure that the topic is edited so that it is within the forums guidelines. If a member is suspected of spying, it is security's job to watch the member's actions and attempt to find out more information about that member.

War

[HT] will declare war on any clan that commits an act of war against HT. Acts of War include hacking, spying, and openly aggressive actions (as defined by our security department) against [HT] or any of it's allies.

Rights of Members

Every member of [HT] has the right to freedom of speech without persecution as long as they do so respectfully. Any disrespect to the clan and its members will result in a dishonorable discharge. Any member has the right to appeal any decision directly to the [HT] Command that solely affects them. Members have the right to retire from [HT] without being harassed. However, returning retried members are not guaranteed their rank or position when returning. Members have the right to take leave of their duties if they provide a proper excuse. If any officer violates or infringes upon the rights of another, that officer will be subject to a punishment decided by any member of the [HT] Command.

Member Duties and Restrictions

All [HT] members are required to register on the clan forums and remain active on our boards. Response to roll calls are mandatory. Failure to do so will result in a warning for the first offence, and by server probation (suspension of [HT] server privileges for a week) for the second offense. A third offence will result in dismissal. Forum activity is required as the [HT] forums are the official headquarters for the clan. Those who fail to fulfill thier clan obligations will receive disciplinary action. If a member is to be away from the forums for a period of time, they must request "leave" from their division commanders, and make their status known to the [HT] Command.

All members are required to wear the "[HT]" or "=HaZard= " tags while in game servers. If an alias is used by a member, it is imperative that they inform their commanding officer of their alternate names.

Each enlisted officer is to follow their divisions code of conduct and take part in practices and/or providing battle reports when necessary, and following the chain of command.

Any member of [HT] cannot be a member of another clan simultaneously. [HT] members are to show common courtesy and respect to everybody. Members may be part of only one division, but may have "reserve" status in more than one division besides their own. Members are to help create and sustain a positive image for [HT]. Members are to be active in their division as indicated by the policies of the CO and/or XO, and in [HT] as a whole.

Any member of [HT] cannot be a member of another clan simultaneously. Members are to show common courtesy and respect to everybody. Members may be part of only one division. Enlistment

In order to join [HT], the candidate must first fill out an enlistment form located on our main page. The applicant will then receive an email explaining how they can sign up at the forums and post their pledge: "I have read and understand the Hazard Team Charter and will do my best to uphold it." The application must be accepted by a member of the [HT] Command or an Admissions officer.
